- According to her birth cert. she is the daughter of Ellis P. Gould and Etta M. Howard. There is no marriage records for her parents, and it's assumed she was born out of wedlock. She seems to have taken the name Puffer after her mother married Roy Rolland Puffer in Nov of 1893. She also appears in records as Flora Etta Harris, her mother's 2nd husband was a Harris.
According to the 1910 Federal Census she is boarding with Ethan H. Hulett, her uncle, in Dummerston, VT.
She died of tuberculosis, at the home of her uncle in West Dummerston, VT.
