He was institutionalized for seizures around 1923.
Dellie Puffer, 26, a young man who worked for and was living with Mr Phillips, three miles northwest of Luther, met death in a peculiar manner last Saturday morning. He had been sent to the home of Elmer Rector nearby to call a doctor for Mr Phillips, who was ill. Walking along the bank of the Deep Fork canal he was attacked by a fit of epilepsy, to which he was subject, and fell into the water and was drowned. The body was found an hour or so later by Frank Turner who was passing by. The body was taken to Edmond in a Baggerly ambulance and prepared for burial. Funeral services were held Monday afternoon at the Christian church, followed by burial in the Luther cemetery
