His ancestors were from Tewksbury and lived early at what is now Lowell. His grandfather kept a ferry at Central village and was toll keeper of the first covered bridge. He attended the public schools and a commercial school in Boston. He entered the employ of his father's firm, Puffer & Bradley, and in 1888 bought the business, which he conducted under the firm name of James F. Puffer & Sons, at 9-13 Market St., Lowell, dealers in furniture, carpets and house furnishing goods. In politics he was a Republican. He was in the common council in 1882. He is was a member of St. Anne's P.E. church; member of the Free Masons, Odd Fellows , Knights of Pythias, Elks and United Workmen.
After he was widowed he stayed for a time at the Washington Pub and Tavern, Lowell, made famous for visits from Edgar Allen Poe and Charles Dickens.
He was a member of the Centralville Methodist Episcopal Church, Lowell, beginning 6 Mar 1910.
He was a city employee (Lowell) in 1892. He was born in Canada and his wife was born in Lowell, MA.
ED Note: there is a Frank Puffer who sold "Rare Indian Relics" and advertised in the Harvard Register in Jan 1880. Could this be the same man?
