    A Spanish American War Veteran, 1st Arkansas Infantry

    He was the town Marshall of Clarendon in 1913 and was accused of assaulting a young woman, Maude Rowe. A news article in the Batesville Daily Guard, 16 May 1913 tells the story. According to the article Puffer had even told his wife that he had assaulted her. Taking Miss Rowe to a nearby river, he tried to drown her and then dragged her through the streets of Clarendon, Arkansas by her hair. A local telegraph lineman, Herbert Young, came to her aid and tried telephoning for help, but Puffer to the butt of his pistol and "nearly beat Young's head in". Another citizen, M. M. May, yelled at Puffer to stop and Puffer shot at Mr. May with a pistol. Mr. May returned with a shotgun and unloaded both barrels at the Marshall. "Everyone is afraid of Puffer. He got drunk a year ago and shot up the whole town. They fired him but elected him again shortly afterwards. Batesville Daily Guard, 16 Jul 1913, page 1

Cemetery records were burned up in a fire in the early 1970s but he has a military headstone in a plot with 20 other vets in Section H. His name is on Panel #14 in the Cuyahoga County Soldiers' and Sailors' Monument, Public Square, Cleveland, OH.

    His headstone was provided by the Stockbridge Marble Co, Stockbridge, MA on May 29, 1900
